90s Russia is notorious for being crime infested, and getting guns back then would've been far easier.
What you said describes more 90's Russia, not so much nowadays from what I know.
It's much easier to get guns from not so developed parts of Balkan peninsula. Bosnia, Albania etc. Most illegal weaponry in Europe is from there.

If you don't store your guns in a special safe you'll get a lot of shit from the police VERY quickly. Policeman used to come regularly to our home to check how my father's Saiga was stored. Her stepfather is from spetsnaz, so those guns are most probably "souvenirs" from work that weren't declared.

To put it in perspective, disregarding crime rate, because that has little to do with accessibility of guns themselves, Boris Yeltsin was President until 1999 in Russia. The acquisition and possession of fire arms, semi/automatic was not allowed until Putin was put into Power in the early 00's.
Putin made buying and selling and possession of fire arm's much easier and lawful since the 90's.
So that information might be somewhat backwards.

I imagine it is somewhat like Canada's regulations. I can legally store fire arm's with as little as a trigger lock. Trigger locks can be cut, or stored keys can be quite accessible.
Now, police don't come by to check on our firearms, so that may be the difference.

Crime rate shouldn't be disregarded because illegal, criminal run black markets fuelled by weapons sold by corrupt soldiers and whatnot trying to make extra money gave accessibility to guns.
Guns are more accessible now but since they're legally accessible there are storage laws, and people are going to be more likely to follow them.
Anyway going back to before, me calling your post uneducated was because of the 'couldn't be easier to get ahold of an entire arsenal' and 'there are guns everywhere' comments seeing as how Russia is pretty low when looking at guns per capita. Ranked 68th in 2011.
