Wrong forum, but I'll answer it regardless.
SDK stands for Software Development kit, and it is what is used to make games. (right?)
It's basically a nice tool for modding, and it's in the tools section of Steam.
I'll also answer:
You just don't get it straight away, you need to get a Source Engine based game (HL2, CSS, DoD, Portal...).
Correct me if I'm wrong, I'm not really sure: You can get it by downloading Alien Swarm.
Its spelt "Sauce SDK", its the special sauce that you dip SDKs (crisps like doritos)in, since they come with no original flavouring. There is only two different flavours, original (hot sauce) and garlic dip. Its kinda rare in shops because they stopped producing them in 2004 so any sauce you find as well as SDKs will be gone off or stale.

The alien swarm version doesn't have as much content but it does have the updated engine and tools mode. So in terms of modding it's a bit better.
