The NYPD takes quality of life crime very seriously, it's Bratton's initiative, the same one that cleaned up NYC in he 90's
Hopefully this stops getting tourist from being ripped off.
Don't these guys have to apply for some permit? Or can they just one day decide to dress up and 'busk'

They need a permit, which is why the undocumented ones are such a nuisance. They rip off tourists and literally hide behind costumes. So the NYPD cracks down on it.

If someone is not going to kill someone else, they should never be arrested for anything ever.
I never knew that it was such a big problem out there (dressing up as characters and soliciting money.) You see the same here too except people dress up as gods and ask for money.

Everytime I go to Times Square I got hounded by a million fucking costumed characters then when they take my pic, they demand money getting angry as hell when I say no.
Good; these guys are fucking assholes. They'll run up behind you if you're taking a picture of yourself and then demand money from you

people like this are scum. I visited Italy for 2 weeks holiday and the amount of aggressive peddlers / street vendors was overwhelming. I had people coming over and trying to sell me and my dad a rose and not fucking off, despite saying no, and putting it in front of my mum to try and make us buy it for an extortionate amount of money.
when you're on holiday, you don't want to be manipulated and guilt-tripped by someone who intimidates you. there was this buddhist monk a few years ago who came up to me and preached about his way of life and everything and it was so interesting. then he gave me a book about it (a tiny little one) and I said thanks so much and went to walk away, then he said "that will be 15 euros", so I just handed it back.
if you're charging for a service, make it clear beforehand. people who rope you in (by handing you things, or taking pictures, and [I]then[/I] trying to extort you) like this are douchebags.
