Don't bother. Shoutpunch ended up being a flop and they did a good job with it. I doubt your venture will be successful.

If it is mostly music, I wouldn't listen because I listen to my own music while browsing FP.

Yes i can code, you are allowed to play music on a shoutcast radio as long as somewhere on your site you have the links back to that music. For instance, I made a player that uses html5, and when the broadcasting software tells it what song it is, it makes the title of the song a link on the player that goes to the specified link.. ect...

Actually no, Shogunner and Tu154M did.
Shoutpunch was a project of many, in the end it was Shogunner, Lego399 and me. We put quite some effort into it. We had a quite sophisticated AutoDJ system that would also take in requests automatically and had a rotation of about 1000 songs. Then we had several live shows with even more music, retarded jokes, prank calling and all that jazz.
Although these things do work nicely for a while they really don't work out in the long run with a community such as Facepunch that really is rather diverse and strict on their musical taste.
