Don't bother. Shoutpunch ended up being a flop and they did a good job with it. I doubt your venture will be successful.

Are you prepared to pay record companies large sums of money to use songs, or just have to search for free music?

If it is mostly music, I wouldn't listen because I listen to my own music while browsing FP.
I think it could be cool if you do it correctly

Yes i can code, you are allowed to play music on a shoutcast radio as long as somewhere on your site you have the links back to that music. For instance, I made a player that uses html5, and when the broadcasting software tells it what song it is, it makes the title of the song a link on the player that goes to the specified link.. ect...

ALSO, This wouldn't be a source of income for me, so i wouldn't be making money off the music playing through it, so on MOST music, you can play it if your not making money off it..

And one more thing, im thinking of getting 320kbps, 200 listeners, unmettered 100mbps bandwith, shoutcast with auto dj and 10gbs of auto-dj storage space.. Then ill work on a website to put all this on :D

Actually no, Shogunner and Tu154M did.
Shoutpunch was a project of many, in the end it was Shogunner, Lego399 and me. We put quite some effort into it. We had a quite sophisticated AutoDJ system that would also take in requests automatically and had a rotation of about 1000 songs. Then we had several live shows with even more music, retarded jokes, prank calling and all that jazz.
Although these things do work nicely for a while they really don't work out in the long run with a community such as Facepunch that really is rather diverse and strict on their musical taste.
