I really don't want to be the "this is what this dipshit [I]actually[/I] meant" guy, but I think he meant that Hitler didn't use chemical weapons in open warfare. He sure as hell [I]wanted[/I] to, judging by how the Nazis invented nerve gas and stockpiled tons of the stuff, but he was too terrified of what the Allies would do in retaliation to use it.
Hitler did not engage in chemical warfare. Say what you want about this statement (Spicer is a fucking idiot anyways) but the truth is that the Nazis didn't use chemicals on the battlefield. They did, however, use them in concentration camps. So while Spicer isn't technically wrong, the statement is still ignorant and it's clear he didn't actually think before he spoke. What a mess of an administration.

Not saying a few more words can really fuck over the meaning of something. If he stated, "Even despicable human beings like Adolf Hitler would not order the use of chemical weapons against enemy combatants" then it'd be more understandable.
