I honestly don't see this working or going through, the flag its self is already technically a memorial on the moon but due to the Treaty you can't claim land for the country and to build a fully functional memorial you either have to claim land to build on or work out some agreement between countries to allow it to be built, as on technical terms the moon is owned by everyone and no one. I mean its a nice idea but a memorial for that would be better as something theoretical than physical and we've already got both of those down here on Earth, not to mention the flag is already a memorial of sorts and isn't going anywhere.

It sort of makes sense, though. They want to protect what is currently the single most historically significant acre of soil that mankind has ever trod upon. I'm all for taking as many measures as is reasonably possible to ensure that the Apollo landing sites aren't turned into fucking theme parks, bulldozed to make room for a rocket fuel plant, or anything like that. If there is such a thing as sacred ground it's the Apollo 11 landing site.
Someone has already filed for ownership of the moon, they're making tons of money selling real estate there, too.
First off, invent a starship that can travel to the moon from earth in less than 5 minutes, then terra form the moon by placing atmosphere, water and plant life. Then you can build what ever you want.

Sometimes I wonder, will the eventual landing on Mars by humans ever diminish the significance of the Moon landing? Somehow I doubt it. What we have is essentially the real-life diorama of the modern 'inventing the wheel', it's the beginning of a new era. Hopefully.
