It's rather sad & curious in the same time:
the drone strike occured in January, but the statements appeared recently.
i don't see obama this upset over the many native civilians killed in drone strikes

Really though, I'm not going to speculate what he personally feels, but in the case of his administration, in the many cases of foreign civilians being killed in our strikes it's simply because they do not care (enough).

He didn't say it was okay. He was being satirical to make the opposite point, that it's not okay.

It takes time to investigate the results of a drone strike, or rather it takes time for information about the result of a strike to spread back to US intelligence and for that information to be confirmed and corroborated.
It's hard to tell how long, if at all, the US government actually delayed the release of this information. Though I'm sure they weren't in any rush to admit this had happened.
