Mr. Sater, a Russian immigrant, was a broker for the Trump Organization at the time, which means he was paid to deliver real estate deals. They follow the traditional conservative idea of short sightedness to stay in the top. They don't care about how big hypocrites they are, or how much damage they do to people, just how much money and power they can get as fast as possible.

It's exactly because of how serious this situation is that nothing has been done yet, at this point they can't just grab Trump and drag him away, he's clearly not the only one that's involved in some bad shit, they HAVE to catch every single person that they can possibly find that's involved in all this shit, let none escape that can possibly continue doing these things.
What's more, they need mountains of evidence to be sure of a conviction. Don't want the rats slipping away because the investigators weren't thorough enough.

I think, if something like this was in place, it'd possibly get bipartisan support from congress and senate to enact such an action no matter the president so long as the situation was in place. The same would have to be done if a member of the administration, congress, or senate was under administration.
