This is treating the symptom of the problem you've proposed (if you can really call it treating...) rather than the root of the cause.

You cant force people to become a part of law enforcement. They're playing a numbers game that doesnt work.

But I don't know about the history of things like that in the UK.

We could also offer free/extremely discounted adult classes and training in poorer/less educated areas to increase employability. Forcing people to recruit those who aren't well suited to the job just because of their ethnicity is wrong, and in the case of the police, it puts life in danger. If we want true equality we should be judging somebody entirely by their character and skill set rather than the colour of their skin or where they come from.
