That could have been awkward for the pizza guy.
I probably would've thought someone was trolling in that situation. Regardless though, what a smart person to use something like that to seek help.

I'd call the cops regardless, to be on the safe side. If it were a prank, she'd be the one in trouble. Tying up emergency services with misuse will get you a nasty fine, and the prankster wouldn't try it again.
I hate saying it, but honestly if I'd seen that I would've either overlooked it or called my manager before actually notifying authorities. I'd assume it a prank.

I'm almost certain this is something I've seen advised to people before, but slightly reversed. For example, phoning the police and going through the dialogue of ordering a pizza, so that the dispatcher starts to ask "Yes" or "No" questions, which can be answered even if the hostage taker is in the room.

Fun story. In the 90's some guy was ordering pizza in Nashville and then robbing the delivery guy. But the guy kept using the same delivery address. So when he tried doing it a third time. The pizza place called the police and two metro officers dressed as delivery men, and drove up to the place in the guy's car. They were holding their guns under the pizza bags while walking up to the place and were ready to just wax the guy if he mugged them
But he never showed. Probably because there were two of them

That was when a delivery driver was in a nasty crash. The officers decided to deliver the pizza to the address and finish the delivery, I think that's how it went, I remember seeing the imgur post.

I remember another instance, where some woman calls 911, and fakes ordering a pizza because she were being held hostage too or something in that area. Just can't seem to find that video.

Yup, I had an idea but it came out half baked.
Very clever. A phonecall to police can attract attention in a situation like that so this was a pretty smart alternative
