As an IT person living in Utah I got some pretty cool information from this site (the actual data center, not the website).
It's scary as fuck, and can hold basically everything for the next 100 years depending on compression.

Well, no, they are voluntary, but for most installations 'visitor' means 'foreign dignitary, member of Congress, employee of related agency, or prospective employee with a scheduled appointment', not 'anyone who wants to visit'.
You could visit. You'd hit a checkpoint and be told to leave.
