I want to draw stuff but I'm fairly bad... I was wondering if anyone new about good tutorials or had any pictures that I could use as reference so that I can study how to draw hair... I think hair is my worst part... I don't know how to do clothing crinkles at all though... what I'm getting at is: does anyone know a good hair & clothing crinkle drawing tutorials or have a simple picture that I can study and maybe draw to test what I've learned?

Just keep practicing. deviantArt usually has some "tutorials" about that kind of stuff, and check youtube for people drawing what you want to learn.
But still, keep practicing, everyone can learn to draw like a pro, you don't need some talent you have to be born with.

Anime, even though I hate it, takes a lot of technical skill. I used to draw DBZ characters for practice.

I agree, I particularly dislike the huge bulky muscle men with tiny heads and the contrastingly tall skinny androgynous characters very common in girly manga and anime, there are a few however that pay attention to proportions and more or less realistic or believable figures.
My advice would be reference like mad (anything anatomically correct), sketch faces, eyes, heads, hands, feet, bodies, poses, and you'll find you're own style will develop naturally.
