Also that's pretty disgraceful of them pretending that it isn't to stop/discourage pornography. Like one of the first things you learn about economics is that taxing things has a discouragement effect, it's why we tax cigarettes so hard. Also government mandated software is a terrifying prospect, though it kind of already happens tbh. If you wanted to simply put a tax on technology sold to raise funds, just do that directly rather than installing malware on computers and charging a ransom.

One of my closest online friends and their roomie just moved out of SC a week ago. The climate is more agreeable to them where they are now, they're around (roomie's) friends and family, their job prospects are greatly improved, and now this.
They got out of that shithole not a moment too soon.
What's hindering them of just reinstalling the OS without the filter-software?

Most people aren't computer-savvy enough to reinstall their OS and install the drivers and get it patched up into the shape a poweruser build-your-own-box enthusiast would set up for themselves. And if this becomes state law, it's likely that tech support shops will be scrutinized by the government for unauthorized circumvention of the law via pornblock-free OEM disc OS reinstalls.

Well it is built right into windows to refresh your PC and eliminate the bloatware. But they would probably work around that when implementing this, and most people when reinstalling do just use the install disc that came with the PC, or they send it in.

Assuming what this article is reporting is true, that means there will be a state-law that restricts access to NSFW content (good luck with that), unless you pay money.
Not throttling access, but downright blocking it entirely.
Like, don't even start with "it's only 20$!", "it's easy to bypass lol", "go outside nerds"; this, if passed, sets a dangerous precedence and can affect other mediums of entertainment too so if you're actually defending this, I don't know what else to say.

My girlfriend knows I watch porn and couldn't care less. We see one another like one a week because we don't live close to one another but it's been 3 years and we plan to get married (not sure when though). It's a normal bodily function and a need that needs to be met when she's not around and that's how we treat it. Plus she does it to and I could care less. I think it helps our relationship because both of us know it's perfectly normal to want to watch porn.

They went to Missouri, though that's because roomie has family there. My friend's in a wheelchair and is able to attend the local uni with a (fairly sizable, as it turns out) disability grant to learn medical coding transcription, and roomie's looking into getting into something, possibly a wielding certificate. Once they've got that going for them and they've got a bed of cash under them, they want to move to the west coast.
I don't know where hotbeds for jobs are if you don't have family/friends you can crash with for a few months, though. However, it seems that medical coding is an in-demand field right now; according to my friend, several hospitals in Boone county, around Columbia, are constantly looking for people. Coding is a remote job, so them being where they are now won't hinder my friend from getting hired at basically any hospital in the country, as long as they're good enough coming out of their training.
So what sites can be considered "porn sites"
There are some pretty NSFW threads on Facepunch that could be considered porn, so does that mean that FP is a "porn site"?
What if there is a group that the SC government disagrees with, like planned parenthood, and they find a single uncensored nipple somewhere on the site (that happens to be there for medical reasons). Can they block state residents' access to PP's site because someone arbitrarily decided that this medical image can be considered porn?
What if somebody wants to buy some nice panties online? Is Victoria's Secret too lewd for these legislators? Where are the limits?

The fact that most people aren't smart enough to care enough to do that. Most people buy whatever pile of shit the teenager working at Best Buy says they should buy and just expect it to work. That's why IT people are literally verbally abused on a daily basis, when it doesn't work people get irrationally angry because they had this expectation that the magic facebook box was immune to their stupidity.

This assumes that they're not smart enough to have it implemented below OS level though, which is technically possible I suppose. A huge headache and entirely pointless though. And it assumes that it's opt out ransom ware. They could also do it so you have to have a certain "hand shake" as it were with your ISP, meaning you have to have a specific software installed to view these sites otherwise your ISP just won't allow the connection, along with a blacklist of proxies etc. Could be done at Router firmware level too, requiring you to buy a router from your ISP to even be able to use the service, which I wouldn't put past SC lawmakers at this point. May as well grease the palms with the ISPs more.
It could be much scarier than simply reinstall OS if it's done with any ounce of intelligence.
