You shouldn't be allowed nuclear weapons (or anything of that magnitude of responsibility) if you can't even feed your people or allow them to know what's happening in the world outside of their own country.

I'd say NK would first start with the "responsible" part, after that we can try out the "nuke". Wouldn't want to bite off more than the could chew, would they?
