GIF Help!

Hey guys!

So I decided that I'd like to give making gifs/avatars a whirl, and while I've managed to get a basic feel of what to do, I'm having trouble with a few certain aspects. The following gif is made by me, but for some reason I am unable to add a stroke/1px border to each frame.

So, I was wondering if anyone would be so helpful as to lend a hand? Thanks lads!

For reference, I use Photoshop CC, and it is a 31 frame gif.

Make a layer thats above all others fill it with a color then set fill opacity to 0 and stroke to inner 1px

Ok, I've done that, but how do I get it into the frames? I played it after creating the layer and it still didn't work. Here's the whole layout right now:

That and whenever I preview the gif, the stroke settings in the layer turn off.

Fill the new layer with any color using the paint bucket.

Tried that, it still didnt work. Also, how do I add it to the frames along the bottom? Because I click the preview, it goes along, and then when I stop it the Stroke settings turn off.

For the record it was 2, 4 and 18.
