In the game, the music stops when you don't move, in the video it is the same thing, though I think they might have switched it around, so he can only move when music is playing, to make it more crazy like in the parking lot.

He has a mp3 player in his hand. He runs around, he stops the music and stops moving, then starts it again and starts moving. That is what's happening
That was pure griefing at the end.
