i know that http://wiki.garrysmod.com/?title=Lua is a good site , but i dont know which section , "lua reference manual" or "programming in lua" .... please help
Programming in Lua is useful for learning Lua as a general language. The Garrysmod wiki is useful for learning Garrysmod-specific Lua functions and such.
Just start off by creating a few small simple scripts, or editing other people's scripts. Obviously don't release anything until you think its worth releasing.
If you can't even work that out...
... good luck with your future Lua endeavours.

If you haven't already though, you really should read about programming languages in general before you learn it. Those manuals aren't very friendly to absolute beginners.
