Looks like they attacked the security guards and the dog got loose. Whether by accident or intentional, it was utterly justified to attack them with dogs and OC spray. Protesters started the shit and the law was on the side of the security guards. Don't bring fucking horses in a crowd. Jesus. They are lucky the horses didn't accidentally kill someone.
