If the support jacket fell over then there's nothing to leak. It's basically just a giant framework that the rig sits on. God knows how much of it fell but they're going to have a hell of a time picking that up without help hence the requests.
This makes me cringe so harshly. I'm studying engineering and hopefully in the future I'll be a part of big projects like this.. how embarrassing would it be to be the lead engineer on that project? They'd never work again.

Iran had an oilrig that we hit pretty hard when we were in that short naval conflict with them in the 80's. It stayed afloat
