You most certainly need a prescription to get the good stuff.

If the cough syrup has Pseudoephedrine in it then it's a meth precursor.

Using cough syrup to synthesize meth from pseudoephedrine is a stupid idea and most likely wouldn't work. It's much easier to synthesize it from pills since they're not full of sugars, alcohol, and binders. It most likely has codeine.

Gonna say that he was smuggling it for the codeine. I have heard of people that regularly get scripts for medicine that is dirt cheap over there but insanely batshit expensive over here. They almost never get any shit from the airlines when they fly back, even with a full year's supply of some prescription medicine or more.

the syrup he was smuggling has codeine in it, it isn't for synthesizing meth but for straight drinking

Cough syrup is variously recreational. Cold medicines have often a negligible bit of alcohol, often dextromethorphan (a dissociative), maybe pseudoephedrine (rarer now that it's been outed as a simple meth precursor. Diphenhydramine, and CPM are a deliriants in some. Take note of fatal acetaminophen levels though. Prescription cough syrup can have opioids or opiates in them. Weakest is codeine. Strongest these days is maybe hydrocodone or the like, but heroin has been used for cough suppression (it works!)
