If you even read the article, then you'd know that the woman was shot through the window, she didn't even see it coming, if you were in a no carry state then both the man and the woman would be fucked too. The policeman was caught by surprise. Even if this was in America, I don't see how it'd be much different. Stop enforcing the "England vs America" thing, it's silly.

You just need a special permit and allow an inspection by a Firearms Inquiry Officer to ensure proper storage and maintenance. Kind of like Switzerland, I guess. And to own a shotgun, it's even more lenient.
