People are reporting that even 1070s cant run the game on low with more than 30 fps. Also the exe. apparently runs at low priority at all times and cannot be bumped up at all, mouse stutter is due to the frame rate being locked to the mouse, and plenty of odd performance bugs.

Don't get me wrong, it's beautiful, but it's not "30fps on low on a 1070" beautiful.

I said it in the launch trailer thread on the Videos section, but considering the day one patch on PS4 is [i]nine gigs[/i], I get the feeling even the console versions may have problems.

Aw hell, I was actually looking forward for this game, and had hopes that it would be optimised at least decently given how Dishonored 1 ran pretty fluidly even on a GT 220. Given how people with high-end cards aren't even holding a constant 30fps, I have no hopes of having the game even run anywhere near smoothly on a rig that barely reaches the minimum system requirements along with an underpowered processor.

It's likely Bethesda Zenimax rushed them to get this mastered sooner than Arkane expected. The scale of the game seems massively increased over the first, with new tech here and there. If the publisher then start insisting on getting the game out now, optimisations are going to be the last thing on the list to do, as having a complete game is more important. Zenimax are known to be pretty nonsense as a publisher anyway, look at how they handled the advertising for DooM, up until the last minute we saw very little gameplay from a mouse, and the game was missing some pretty core multiplayer modes, Bethesda Softworks however can get away with whatever they want it seems.

I'm not defending the shit optimization on release, because it's a pain that this is the fucking norm these days, but that headline is stupid. They're working on it, but if you want to play now they've listed settings to lower that the community has been saying do make a difference. The headline makes it sound like "ok we have your money, we know about the framerate but just lower your settings, have fun!"
DOOM is the last Bethesda game I'll ever buy.

It's always the business side of things that cuts into the developement in these cases - whenever you see a rushed out game with cut content, not enough developement time spent on optimization, obvious and/or gamebreaking bugs it's most likely not the developers fault. They wanna do the best they can and release the best product they can but publishers tend to push release dates and so things get rushed.

When a dev or publisher find a really easy way to get people hyped up about things like never before, no amount of bullshit is going to bring their hype machine to a screeching halt. It takes time for people to calm down and adjust.

Dishonored is one of my favourite ever games, and ive been pretty upset that I just didn't have the cash to purchase the second one when it came out- but considering it looks like I'd have to wait for patches anyway I'm in a decidedly better mood about it all now.
Alright, it seems people might be getting things a bit mixed up here. Arkane is the game's developer, these are the guys who actually made it. Bethesda Publishing (aka Zenimax) are the one publishing the game and calling the shots. Bethesda Software (devs of Elder Scrolls / Fallout) isn't involved in this. Zenimax is a really scummy kind of publisher. It's right up there with EA in terms of extorting, and fucking over, game developers. Like others have pointed out above, it wouldn't be surprising if they strong-armed Arkane into releasing the game early, in a broken state (like they did to Obsidian with New Vegas).
Reportedly, people have been getting a moderate FPS boost by forcing off AA via something like the nvidia control panel. Supposedly there's TXAA running no matter your ingame options, and it's causing at least some of these performance problems. So if you're in this thread with a misbehaving Dishonored 2 copy, maybe try out that voodoo magic. I hope what few people were alright with Bethesda deciding to hold back review copies have gotten a wakeup call after this and the Skyrim rerelease issues.
If I got duped by this i'd personally refund it right away. There really is no excuse for this.
The optimization has to be [I]really[/I] fucked if I have a 1070 and I'm getting 40+ FPS on ultra while the OP says people are claiming their 1070 won't even get them 30FPS on low. Fucking incredible that this still happens. Has no one learned anything from the fiasco that was Arkham Knight? I also love the whole "PRE-ORDER TO PLAY A DAY EARLY and find out it's an unoptimized piece of shit."

And further research is a lot to ask for in games journalism these days.

Not to say that the problem does not exist. It clearly does, but again, it varies, and often times more people will take the time to say they're having a problem over, not. I for one, have a 980(not the TI) and a 3rd Gen i7 with 8GB Ram, and I play on High, getting a stable 60 frames.
