You kind of have to if it's an overturned vehicle. It's one of the aspects that GTA is realistic, in how it will fucking explode or set fire if you don't.

It probably depends on the circumstances. If the car is on fire or something similar that would make the risk of injury preferable to leaving them in the car, then it's probably a good idea to get them out. The article doesn't mention much beyond the truck being overturned though.

If the vehicle is on fire you are supposed to attempt to get them out of it, as if the fuel is spilling it could explode.
