Someone did a hit and run on my sisters car, left license plate. - General

Let me tell you what happened last night as it was very very strange. I went to a party, got fucked up, came back passed out, my sister wakes me up screaming and yelling that someone hit her car. Now it wasn't me because I got a ride from a friend who doesn't drink. but anyways, her car was parked in a residential, with the emergency brake on, and the car that hit it MOVED the car partially onto the sidewalk, pretty much is totaled, shits all over the street and the DUDE WHO HIT IT DIDN'T TAKE HIS LICENSE PLATE OFF THE GROUND! Cops came, took pictures, took the license plate and we had to sweep the street.Cops said the guy was at least doing 50 in a residential.Now what kind of fucking idiot leaves his license plate where he just did a hit and run? Post license plate here. Many states let you look up some info about the car/owner if you have their plate #.
