Sort of off-topic, but is that an old bomb-shelter?
Back on topic, I'd like to point out that at least in the UK the poorest have some small amount of entitlement compared to the United States. I truly believe that the US (I'm American yes, just not including myself in this culture) believes those in poverty are in that "animal/undeserving" status.
