Uhm, I don't get the circumstance under which that's happening Is it every second picture you open or what? What's the difference between the one that opened fine and the one that broke?
Basically once I start up the program it works fine for the first photo I edit. Then once I import another photo to edit it does that pixel thing. There is nothing wrong with any of the photo files.
This happened to me once. I think I restarted my computer, and that fixed it.

I don't think so. Whatever I did must have been really simple for me to not remember it. Sorry :/
Have you tried opening images via File > Open instead? Or even File > Place on a blank document, though that would be annoying to do every time
