That thing can easily take down planes, just aim at cockpit while they land or take off.

I imagine that's why there's legislation against dazzlers. Microwave pain-rays are apparently ok, but dazzlers are not permitted.
Also this guy's pretty good with lasers, it seems. Can't wait to see his later projects.
I wonder how he came up with those numbers for the fire diamond.

That is illegal. Weapons that permanently blind someone. But weapons that temporarily blind you are legal and already exist. For example the PHaSR here

That seems like a rather backwards thought process to me. Blinding our enemies is a no-go, but the complete destruction of an entire area is a-okay.

I adore moths and have wanted to try raising them.
I also adore dangerous weapons built out of scrap metal and would love to make my own far less dangerous but still unsafe ones.

Imagine dropping a bomb over a city that does nothing but blind people that are looking/being outside
You might think, well, at least they are alive etc...
Now think of the economic and humanitarian catastrophe of having lets say 30% of your population blind, due to the blindness wars.
You can blind people pretty easily, and it is far more effective then dropping bombs

Or have a beam that is incredibly thin... if he focussed this beam to a point lesser then a grain of salt he could have cut instantly straight through anything he fired it at, including the sheds dry wall.

True, but you'd need adaptive optics to optimize the focus depending upon the distance to the target.
