Developer's overture to put more of his own skin in the game is latest twist in negotiations to end longtime financing fight with Port Authority of New York & New Jersey.
Developer Larry Silverstein is offering a host of proposals, including ideas that put more of his own money at risk, to end his battle with the Port Authority of New York & New Jersey over financing two of his towers at Ground Zero, sources say.
However, it’s questionable that Mr. Silverstein’s moves will actually bring the two sides closer, as sources familiar with the Port say the agency regards the proposal as “smoke and mirrors” that don’t really change the underlying financing of the deal.
To make financing two of his three planned towers more palatable, Mr. Silverstein says he'll pony up between $150 million and $250 million to fund the second tower instead of just the $50 million he had originally offered. He has also offered to allocate the insurance money and proceeds from all of his Liberty bonds to build the two towers. The proceeds were originally supposed to be divided over the three towers.
Additionally, in a move that will save about $262 million, Mr. Silverstein will build what is referred to in various development plans as Tower 3, instead of his more expensive Tower 2.[/QUOTE]

tl;dr Money running low to rebuild WTC, Tower 2 turned into stump form while 3 is turned back into a tower.
This sucks, WTC 2 is what pulled the site together. However, at least WTC 3 was saved from becoming a stump.
Building in center with diamond top is 2 WTC. Building next to it with crossbeams is 3 WTC.

You know what I don't get? Why didn't the terrorists target the statue of liberty? It would be a much more iconic target, and would truly cripple American morale.

However, 1 will be open in Q4 of 2013 (I think the same with 4).

It doesn't happen overnight, the site has to be cleaned, designs and plans have to be made, you have to hire a entire workforce, there is legal work to do. Plus construction right now with the economic times is really slow.
However it is good to see that it is going to be rebuilt and looks nice too.

The point of terrorism is to cause terror. By not rebuilding we'd be showing terrorists that they've succeeded in scaring us. By moving on and rebuilding we're sending a message. (That message being something along the lines of, "Fuck you.")

They decided to build there years ago. It's just been financing issues.
What I think is hilarious about this is they made a big to do about the design and memorial and so on, and there was(is?) apparently no funding to actually build it.
Seriously, why wasn't the fund created THEN the replacement designed? You know, "Okay, we have X billion dollars to spend, we want it finished in two years, what can we build?"
That would be the nonstupid way of doing things, instead of fighting over what to build when no one wants to be the one to pay for it.
Just rebuild the original. Or something similar.
For fucks sake, Dubai built the Burj in like 4 years. It's been almost 9 years now and we only have a damn elevator shaft. Drop the damn bureaucracy bullshit and get it done.

because like 6 people plus the passengers would have been killed, their goal is terror not "dang our statue is broken"

Blowing up a statue isn't going to do much to the stock exchange, except maybe bring the airline industry down a bit. Destroying the building where dozens of Fortune 100 companies, banks, investment firms, and stock markets do their business? That could have fucked over the economy.
