They have become basically self sufficient. They aren't a new thing their organization has been around since 2004 in some form or another.
I'm gonna make a weird comparison but I think it makes a bit of sense.
You have uber fundementalist Christians in the US who donate money to Israel for various reasons. With uber fundementalist Islam some of its proponents do the same thing, just with shady/terror groups. I think that is part of how the group started up. Saudis, Qataris, Kuwaitis, Emirates, etc. have a decent chunk of their population being fundamentalists.

I'm guessing you didn't understand the context in which that was used even though it was given to you.

There have been numerous Senate meetings on this, it is pretty obvious who is financing what. The problem is we don't care, either because I am wrong or because every government deep down inside secretly likes the excuses and potential capabilities that are entailed with perpetual warfare.
I thought it was well known they got foreign investors.
Bet they can't wait until Task Force Black executes all of them.

The Taliban did the same thing though. they quickly destroyed most of Afghanistan's military capabilities. It only seemed like a slow and low-level insurgency because the Coalition was capable of supressing them far better than the local governmet alone. And now we have ISIS facing off against an underprepared, under funded, corrupt, and unmodernized military and it's easy just to say "They aren't like Al Qaeda because they're kicking ass in Iraq and Syria!"
While they're undoubtedly getting some nice funding from someone it isn't their primary source anymore. The US inadvertently (or intently?) gave a good chunk of cash to ISIS when funding and training rebel forces in Syria. Guns, ammo, and money from the US, Turkey, and Germany made it to Al Nursa which in turn was divided into the current organization and a part of the early fighting force for the current iteration of ISIS.
Plus, it doesn't help that they're nabbing up shitloads of American tech left behind or gifted to Iraq, meaning that they're the Taliban's situation plus American equipment.
