Microsoft said on Thursday that it's prepared to share information about Skype users with the Russian authorities if required by law. The tech company "confirmed its commitment to work in full compliance with the Russian law," according to Voice of Russia. Russian lawmakers introduced amendments to a package of counterterrorism bills that would require online communication service providers like Microsoft to store "information about the reception, transferring, delivery and processing of voice information, written texts, images, sounds and any activities made by the users" for up to six months. Exactly what data would be recorded and shared would be determined at a later time. In a written statement, Microsoft said it would comply with "any" such law that Russia adopts. Russia's leading search engine, Yandex, has expressed some reservations, saying such regulations would come with a hefty price tag.
http://www.globalpost.com/dispatch/news/regions/europe/russia/140116/skype-ready-hand-over-user-data-russia-microsoft-says

You make it sound like they are cataloguing international users' data, and sharing it willy nilly, like some soviet master plot.. From the source cited in the article:
Microsoft Corporation that owns the Internet call service Skype is ready to keep in store its Russian users’ negotiations, correspondence and data exchange during six months and share it with the Russian police, if necessary, Microsoft’s press office said. This is definitely sensationalized, and could do with a strict comparison to the US SOP's.
This is why you use encrypted Mumble instead of Skype. I warned y'all.

That's really about it, if it's easier to use people likely will slowly adopt a more secure approach.
It's nice of the Russians to ask before. Usually they just go ahead, sneak in, and grab what they want without asking anyways.
