First refer to this thread.

Now:
How it works:
First there's the original picture.
First person to go edits the picture.
Second person takes the first person's picture and adds his/her edit.
etc.
Be sure to follow OP's rules or you will be skipped.
Declaring:
The declare is an important tool which you use to reserve yourself a spot to participate.
Ex:
Person 1: "Declare"
Person 1:*Post picture when done*
note you must declare BEFORE starting your edit, and must make sure nobody is currently going.
Furthermore there is Stack Declaring:
Declaring after someone else, making a chain of declares where people take their turns respective to the list.
Tips:
Tips and stuff for PW.
Firstly, add captions after you have posted your picture, eg. Tower has been constructed. eg. The soldier gets shot and falls to the ground. Also, if you're building something big, it'll be more realistic if you took several turns. eg. Tower is being constructed [1/3], so the tower would take 3 turns to be completed.
Secondly, don't be unbalanced. eg. You fire a missile at the enemy and it takes a/a few turn(s) to reach there, not just instantly blow up the enemy.
Thirdly, don't be totally invincible. eg. Your soldier gets hit by a missile. He wouldn't survive that so he blows up.
Fourthly, don't just appear right infront of your enemy and kill his people. Atleast appear far away.
Fifthly, don't just skip other people's turn without a good reason. eg. The OP sets the maximum declare time to 1 hour, and your opponent goes over that limit, then you can skip him.
Sixthly, DO NOT DECLARE AFTER YOU JUST HAD YOUR TURN. After you posted your turn, don't just declare, someone else would need to declare then you can declare.
Seventhly, don't just start with nukes and ion cannons or any kind of superweapon. Atleast take time to develop the superweapon. Like 20 turns? :D
Just a simple guide.
Sprites/Armies
There are many good tutorials for sprites to use in a pw match.
There are also many free sprites at http://picture-wars.com/phpBB3/
You could look at armies here: http://www.facepunch.com/showthread.php?t=819195
to get an idea on what they look like but do not copy them or you will be hated here.
I'll add a lot more in a bit.

Spriting:
When you sprite an army you wanna start off with a general look, just outlines.
Then you would want to start to add some color and get rid of the black outlines.
After that you should being shading.

That is stealing ( Sigh )
ripping sprites from other people is stealing. They don't have to say "THESE ARE MY SPRITES DO NOT STEAL THEM!"
This is for picture wars, most if not all of the game's sprites do not go with pw.
-snip-
thank you
yes i do like it

STEALING (noun)
Meaning:
The act of taking something from someone unlawfully
Your right in a way
Its only truly stealing if i say i made them on my own
Then its Stealing,
But its not if you rip it and credit the original makers
Nazicookie, you are so wrong.
You don't have to say it's yours to have stolen it....
Seriously, how dumb can you be? We need a jumbo-sized box to rate you with or something.
If I run into your house, take your computer and bring it to my house, but I tell everyone the computer is actually yours, it isn't stealing?
GENERAL RULE ABOUT SPRITES.
Unless you have specific permission from the author, DO NOT UNDER ANY CIRCUMSTANCE use the sprites. That is theft.
