It's there everywhere to prevent money laundering and stuff. Some countries tax you for or some don't as long as you declare. It's just that the common tourist don't generally take bricks of cash with them on their vacations.
Generally speaking the cash limit rules only apply if your staying in a country, not transiting.

If you've ever left the country you'd know, there are always certain things you must declare to customs and very large sums of money is ALWAYS one of them.
I guess the Saudi princes get someone to withdraw from a bank before they land in the US, I've been told by a "friend of a friend" (face to face with their story but you still get the drift), that they carry bags of cash around them and pay everything up front that way.

Shit he got to keep $200k. In the USA, if you have more than $10,000, you better fucking declare it before you show up, or they'll take it and keep it. If you declare you have $10,000 and show up with $11,000, they take it. And they'll keep that, too.

It's no surprise that poor countries have to generate income from external sources since they have little tax base to get that from.
It's why often poor countries have higher import duties etc.

Are you A) implying that Italy is poor and actually need 200k from Snoop Dogg and B) that Italy is somehow the only country in the EU that doesn't apply the standard member import/export duties and trade agreements?

It's easy to make some people turn a blind eye when you offer then a few grand of a bonus, no strings attached. I've heard tales of bribery to customs officers being fairly common, and if not, they pull some diplomatic strings to get most of it through.
