I forgot how horribly fun it was in San Andreas to hover just over the edge of Mt. Chiliad and watch cops run right off the cliff.

I'd imagine that he was trying to save the guy from falling off by grabbing his arm or something and accidentally misjudged the speed at which he was running, causing him to go right over the railing.
In the thrill and the darkness, he might have not noticed it's a fully suspended overpass and that there isn't like, a slope they would roll down of or so, and with the velocity he already had, he couldn't react in time.
He was taken to the hospital, I hope he really pulls through this, 30 foot drop... Brave man.
