Seems like the guy probably gave up any chance of fighting the ticket when he paid it. Could've fought it pretty easily with his video and a copy of the law.

He could ask his city counciler member for assistance on this issue, Even though my opinion on bikers is also pretty bad in my own city since they refuse to follow road rules but claim we need to share the road.
As a person who lives right outside the city and makes trips in every now and then yeah every bike lane has some truck or taxi parked in the way, or just literally old cones and barricades from previous construction.
