The guy at 0:38 is the actor who played Mad Dog, though I read he'll be playing a different character [sp](obviously since Mad Dog dies in the first movie)[/sp].

Actually quite the opposite, I've read it takes part immediately after the events of the first. I'd say they just liked his performance enough to have him come back, that or maybe it's difficult to come by good Indonesian martial-arts actors.

He's a good actor and martial artist, it's charming when they do this kind of shit though. Shows that the action is the main focus not some contrived plot.
