Since most people don't know the local police number, the 911 operator can redirect your call to that line if needed.

It's pretty disgusting. So I can understand why that woman called 911; she even admitted it wasn't an emergency situation-- it was just highly abnormal and disturbing. Funny, to those of us who aren't shocked by anything anymore, but stupid, and absolutely in bad taste.
PLUS, I doubt many places in America would really suffer from just an additional 911 call. Crime is not THAT rampant, let alone that rampantly reported in most places.
