It may have been a large blast, but there is a reason that there isn't that large a number of casualties.
Explosive devices cause a lot more damage with the compression wave, than they will with any flame.
If the compression wave is absorbed in a tunnel beneath a structure, it will cause less damage than inside, or outside, as the foundations are generally stronger than the wall.

The point was to completely destroy the hotel, as the government troops had a base inside it. I'd say they managed that quite well.
