Again, in NK's view the south is just a misguided group of bretheren that needs to be Unified. They will avoid killing KOREANS as much as possible. US on the other hand.....

That zone was a symbol of progress and a beacon of hope for progress in North Korea.
It was mutually beneficial, North Korea received fresh western idea's and technology and South Korean corporations received incredibly cheap labor.

This has happened before, in addition, the complex has been completely shut down for days straight in the past. Interestingly enough is that this really hurts North Korea far more than South Korea as the Southerners are the managers, while the majority of workers are manual laborers from the North.

there might be an ongoing power struggle and discontentment among the people. the nk government might be escalating tensions in order to create a unified enemy in the usa and south korea to help consolidate power.
there is little that will get people to stop fighting each other except a common enemy.
