They were shot. Its unknown if it initially turned into a scuffle and it escalated into something worse or if it was a premeditated coordinated move.
What exactly does "forces" mean in this case? The military or the police or what?

Not exactly. The Afghan army is actually a decent fighting force, way better than it was in 2002. Yes it still has some major challenges ahead of it, but overall it's not a bad army.
On the other hand, the Afghan police needs some [I]serious[/I] overhaul.

The people at the base are international. They could be American, British, or any other NATO force. Most of them are civilian contractors with little ties to the military. They train Afghans to do typical border checkpoint stuff like searching cars and what have you. Some of them carry guns for self defense. A situation exactly like this. I'm not sure but there's probably a normal Herat Police training base near there as well.
