It's a stupid joke video without even watching it. Support for 60fps =/= convert all the YouTube videos into 60fps content. It's just support, all of the other frame rate for videos will stay the same.
I use this thing called smooth video project to already make youtube videos in 60 fps
IT does make movies look a little weird but I doubt youtube will force videos to be 60 fps

Current target for tv is 4k@50/60 fps.
