NEW BRIGHTON, Pa. -- Police in Beaver County said a woman who was upset at a toddler dropped the girl from a third-story window.
Police were called to the home in the 2000 block of Third Avenue in New Brighton, Beaver County, after a child fell 21 feet about 8 p.m.
Channel 4 Action News' Amber Nicotra reported that the girl's parents said a distant cousin of the family is the one charged with dropping 2-year-old Alizae Mosconi.
[u]According to the police report, Terra Jean Hill, 27, became upset with the 2-year-old after the child threw a ball at her face while they were in an apartment[/u] at the Brighton Manor Housing Complex.
According to the criminal complaint, [u]Hill changed her story several times, first telling police she wasn't in the room when it happened, then saying her 6-year-old son put the girl on the window ledge. When police said it was impossible for a 6-year-old to lift the child, police said Hill changed her story again, saying they were all looking at an animal at the ledge when her son started to fight with her and she dropped the victim.[/u]
[u]Police said when they pointed out the scratch marks on Hill's arm, she said it was from someone hitting her with a shoe. When officers said the marks were not from a shoe, police said Hill finally admitted that she was angry because the child hit her with the ball. Hill told police that she grabbed both children, put her son down next to the window and then put the girl over the ledge, hanging the child outside the window by her arm to teach her a lesson.[/u]
Police said [u]Hill told them Alizae was yelling for help and scratched Hill on the left arm at which point Hill let go and the girl fell to the sidewalk. Police said Hill [highlight]then walked back into the apartment and acted like nothing happened.[/highlight][/u]
[u]The child was rushed to Children's Hospital in Lawrenceville, where she was still in the intensive care unit on Friday morning with a number of injuries.[/u]
Alizae's mother, Elizabeth Newman, told Nicotra that she was in the apartment in the bathroom, but didn't hear anything. When she came out and realized her daughter was missing, she started looking for the girl.
[u]"I had no idea what happened to her, she was there one minute and the next minute she was gone," Newman said. "We all asked where she was at and immediately started looking for her, pounding on people's doors, just looking for her. And she was nowhere to be found. And my cousin's boyfriend is the one that found her outside the window," Newman said.
Newman said she had no idea Hill was involved in the incident until they watched the news.
"I have nothing to say to her right now because I'm sure a lot of hateful words would come out of my mouth," Newman said.[/u]
Hill faces multiple charges, including aggravated assault and endangering the welfare of children.
"They said she was crying in the ambulance, apparently. They have her sedated in the hospital. She did wake up, she did open her eyes, tried to open her eyes but they were pretty swollen," said Charles Mosconi of his daughter's injuries.
Nicotra reported Alizae's mother and father are at the hospital with their daughter and said it's too soon to know the long-term effects of the trauma she suffered in the fall.[/release]

I actually work at the complex where this happened. I also know the little girl and her family personally. If anyone would like to know the little girl is doing as okay as anyone can. She's a fighter. She's been opening her eyes and fighting the dr's. they weened her off the ventilator and she was doing well but they decided to put her back on it as the child has asthma and it was better for her healing process. She will be in the hospital 6 months minimum. He left arm is broken in 3 places and her right wrist is broken as well along with a slew of other injuries.
