Can't really tell what's happening. I love Gilbert Gottfried, but I honestly can't tell what's really going on.
To explain: This is a clip from the old game show "Hollywood Squares". It's essentially a big game of tic-tac-toe. In order to fill one of the squares, the host will ask the celebrity in the square a quiz question. The celebrity will give an answer. BUT, the celebrity may be lying, so the contestant has to decide weather or not the celebrity is telling the truth or not by saying "I agree" or "I disagree". If they're right, they get to fill in the square on the tic-tac-toe board. Alternatley, the player can win by filling in more squares then the other contestant.
In this show, the first round ended up lasting much longer then normal, extending way beyond the first commercial break. We come to Penn and Teller, who attempt to liven up the show with a magic trick, followed by Penn taunting the contestant for getting the answer wrong by yelling "YOU FOOL!"
We then move on to the last available square, Which has Gilbert Gottfried in it. Whoever gets his square wins this very very long first round. And, the chaos you see in the video in the OP ensures as both the contestant make several attempts to take Gilbert's square.
A huge part of the hilarity is the ridiculousness of how the first round ends up lasting this entire show, completely centered on getting Gilbert's square, who manages to deny them and taunt them with "YOU FOOL" all throughout.
TL;DR - Gilbert Gottfried is a successful troll.

I've never heard of gilbert gottfried before , but I think he has the most annoying voice and the least funny jokes in existance.

You'd have to have been born in the year 2000-2011 when he was less prevalent in movies to not have heard of him at least once before.
