Negotiating with terrorists never ends well, plus, Nigeria doesn't have any good special forces so rushing in guns blazing is pretty much their only alternative unless foreign military intervene.

They don't even have any idea where they are at the moment so a special forces raid isn't really viable

The thing is if they start doing prisoner swaps then Boko Haram will just abduct more people. I doubt its that hard/secure in Nigeria so realistically it will happen again and again - It's a really awkward situation for the authorities as they can't really give into the demands too much, but they need to do something.
