I would have liked to discover the parts about the fundamental characters being killed off myself. I mean it's a tiny little spoiler but still, a warning would've been nice.

In my opinion it is, and there is base building in multiplayer(unless it's co-op).

Yes, base building would have been nice but distracts from battles. Without bases you are pretty much constantly fighting the enemy instead of just rushing to get the best units then attacking with everything at once.

Personally, It's still great game, even without the base build. It's fast pace, battle intense, and team effort. Instead of the whole, spaming units and sending to cannon fodder.
DowII make you want to keep your units alive as long as possible, and making units more important for their role.
