The people in the lineup get payed to stand there. The dude in the pirate suit shows up quite a lot in that series so I'm assuming he either works there or likes doing it since they never really had recurring people in the lineup.
They did once have the same guy on, but only because he was seriously scary. He actually freaked out some of the panellists because he looked like a murderer.
