He's not supposed to be a "bigger deal"
Joker is the polar Opposite of Batman and everything he tries to stand for. Joker was a chaotic fiend not some genuine threat that outright wanted to finish Batman.
Bane is a genuine and powerful threat with the total intent of finishing the Batman nice and quick. He's a master tactician and physically superior to Batman. I wouldn't say you can rank the two villains at all since they're both extremely different in how they interact with Batman. The same could be said for most of Batman's foes really.

The football scene kind of bothers me though, is it really supposed to be that he didn't notice or hear what was going on behind him, and was just going for the touchdown? Or maybe I'm misinterpreting it and he was just running for his life.

I'm pretty sure he was running for his life, if you notice he kept running until he stopped seeing the dirt flying in the air, which probably made him think it was safe.

He's supposed to be a master tactician trained to his physical peak and using a steroid called venom to give him super human strength to boot thought I think they're downplaying that in the movie. Supposedly his mask is just for life support in the movie and hes not getting any super powers out of it. In one of the comics though, he beat Batman in a fight, broke his spine and put him in a wheelchair. Some theorize that Nolan will work something like this into the end of his Batman movies to make sure the studio can't make more movies in his version of the Batman universe after he's done.

Ra's Al Ghul trained him, Joker tested him and now Bane will break him. Sounds like a pretty solid end to me.

Christian Bale has publicly said he won't/wouldn't be involved in any batman film if robin was in it.
The CGI was awful.
I thought this movie was supposed to be focused on the Riddler?
You know if the joker ever shows up again, Marilyn Manson MMMUUUSTTT be the guy who plays the joker.
I know he's a bit overused, but I just want to see MM in that role, and the return of laughing bombs.
I think the extras were awful, hopefully they'll blend in more when you pay attention to the plot.

Apples and oranges, he's a different guy, not a more powerful one.
A good trilogy doesn't have to upscale, just vary.
