Not my country, so my opinion might not mean much, but good.
I have no respect for people who go double the speed limit and endanger others.
Also I am surprised that animal cruelty isn't already jail-able.
Now change that to 150% of their ANNUAL income as a fine - That would put a stop to all these people with their fancy BMW's, Mercs and Landrovers thinking they rule the road because their can pay any tiny fine thrown their way.

Listen, I think speeding is a dumb thing to do, and I think that the rich aren't penalized enough, but 150% of annual income is bonkers.
That would actually affect the poor worse than the flat speeding ticket rate, since most speeding tickets are ~$1000. A ~$1000 speeding ticket really fucks up the poor because they have to take out a interest heavy loan to pay it off which really fucks them over
Now imagine 150% annual income for someone who makes $15,080 annually (that's minimum wage). That's a life ruining $22,620 fine right there for going 40mph in a 20mph zone.

Here you get the huge fine and a "this guy fucked up, if he fucks up enough hel lose his license entirely" or "fuck you, no license" if its bad enough

It's almost as if there should be an easy way to avoid the fines like..oh I dunno, Not speeding? I mean there's no good reason to speed. Unless you think it's somehow hard to not speed, they're called limits for a reason. Especially with the ones involved with this ruling, which are twice the limits near enough.

If you get 12 points you lose your license speeding gives 3 points and I think 6 if you got really over

Yeah, I get your point but upping it to 150% as Moby suggested is madness, it'd put people into debt they couldn't afford to pay off and practically ruin families.
Fines should scale with income though.

No, over 100 in a 70 limit is almost always an instant driving ban and fine. Getting pulled over you might get a bit luckier

So can the results of someone speeding, frankly. Besides, it's not like NOT going twice the speed limit is a hard thing to do, so a very harsh incentive not to should deter people.

There's a limit to harsh incentives effectiveness. I don't think 150% weekly income is going to change everyones views and scare them into not speeding much more than 100%, If anything it's just a money grab.
I think a speed awareness campaign would be much more effective, however a speed awareness campaign doesn't raise you an extra £16 million a year.
Not sure how widespread 20 zones are across the UK but in London most of them are a joke. I think the whole of Camden (borough) is a 20 zone and most of the roads could easily and safely be 30mph. Basically 95% of the drivers still drive 30 through them and quite a few go 35-40+. Wouldn't call it a 'most serious speeding case' and definitely would not group them with people going 50 in a 30 zone.

in the US at least, you can be pulled over for going too slow (at the arbitrary discretion of the officer, no set numbers*) if it seems you're intentionally hindering traffic or presenting a hazard to people who may approach at normal speeds.Going super slow is also a potential tell that you may be driving under the influence, or otherwise unfit to operate the vehicle, so an officer may as well investigate the situation.
*highways/interstates are an exception and [i]do[/i] tend to have a minimum speedlimit, specifically due to the hazard of going too slow when the rest of traffic is doing 65-80. Minimum near me tends to be 45.

I see no other correct ways to handle fines. Any other way and you'll ruin poor people and rich people just laugh while the required amount falls out of their pockets.
