This reminds me of the times I would put a disc in the tray and the disc would jump and get wedged and I would shout "oh fuck oh fuck my game!"

That thing is a CD/DVD dublicator.
Throw in a master/original disk in the top tray and fill the lower ones with blank CD's/DVD's

Loads of blank discs are simply plastic with the metal film. No paper ontop.
