i dont understand how fish appeals to people as pets
they don't do crap other than float around in a cramped tank
can they roll over, defend you, bark away intruders from house, and play with you like my dog can?

Dogs do dog stuff, fish do fish stuff. If you expect a fish to act like a dog, or something similar to that example, then you will be often disappointed.

Incoming fish expert..
The filter in the tank biologically breaks down Ammonia and Nitrite in teh tank down to Nitrate's. This biological system (with a consistent feed of ammonia) can take about a month to build up, and you don't have one yet (as you said your filter is 4 days old). The fish are dying of Ammonia and/or Nitrite poisoning. Most likely nitrite as that stop's the red blood cells from carrying oxygen to the fish (explaining its need to breath at the top).
The cure: Immediately do a 75% water change in the wank (WITH water conditioner). Continue this with a 50% EVERY DAY if you want your fish to survive.

Listen to this man. When you get a new filter you have to let the nitrogen cycle make a full completion in the tank before you use it. (at least that's what I did when I had tropical fish)
