yeah sure might cover for safety of the blast, what about the fallout?

Getting on the ground immediately could avoid shrapnel and putting something between yourself and the blast will reduce the severity of burns. Of course, it's a nuclear weapon and nobody is getting out unhurt, but life is an incredibly precious thing and even a 0.01% higher chance of survival is worth it.
I always assumed they made these not because it was particularly effective, but to build confidence in the citizenry (especially in the younger people) that in the case of a nuclear blast, there was something they could do to protect themselves. Telling anyone that if they can see the blast of a nuke they'll be vaporized isn't a smart way of keeping the population calm.
